I want to add my voice to David's in endorsing Andy Toy. I worked at the Philadelphia Commerce Department in the 1990's. Andy Toy was there at the time, and I thought he was a shining light. He was one of the very few people there that I truly admired. He was extremely hard working, dedicated, and had great ideas. And, he is a really nice guy. He would be a breath of fresh air on the Philadelphia City Council.

Toy FamilyAndy is the proud father of two children who both attend Philadelphia public schools. His wife, Pat, is currently the President of the Home and School Association at the Albert M. Greenfield School. Andy has earned his B.A. and Masters in Public and Urban Policy from the University of Pennsylvania. For the past 25 years he has devoted himself to community service and doing his part to make Philadelphia a great City.

Some of his accomplishments include:

  • Bringing over $2.5 million of national funding to neighborhoods and helping to leverage additional resources through Pennsylvania’s Main Street and other Programs while working at Local Initiatives Support Corporation (LISC).
  • Designing various business development strategies for Amtrak.
  • Providing opportunities to small and large businesses throughout the City while with the Philadelphia Department of Commerce.
  • Helping to initiate the Commerce Department’s Small Business Security Assistance Program that provided matching grants to businesses for security improvements.
  • Leveraging $2.5 million in State and Federal funding towards building a successful Brownfields Program in Philadelphia.
  • Recipient of Phoenix Award for Philadelphia for Brownfields Redevelopment.
  • Key Organizer of the 2003 Urban Forum in Philadelphia.
  • Named one of Philadelphia’s 101 “Connectors” in 2006

Andy has worked to improve life for Philadelphia’s residents, businesses and neighborhoods by serving on the Boards of many local non-profit organizations.
